Angela started her journey in health care her sophomore year of high school working the summer
as a nursing assistant. Having fallen in love with Nursing but wanting to explore the world she
enlisted in the US Army. At the age of 18 she was one of the very first female graduates from
the United States Army Quartermaster School in Fort Dix New Jersey where she graduated with
highest commendations.
In high school, Angela wanted to pursue a career of teaching Voice in Music but, opted to strive
toward a business degree instead. In the process of her business degree her heart was still tugged
by a desire for Nursing and she dual majored in Business and Nursing. Angela received her BSN
and MBA with minors in marketing and advertising from William Carey University. “Expect
Great Things from God; Attempt Great Things for God."
Angela has spent her Nursing Career in Post-Acute with many of the Premier Health Care
Leaders in positions from DON, Regional and Divisional Consultant, Vice President, CNO,
CFO, CEO, COO. She is specifically proud to have been part of Gran Care, Mariner, Golden
Living, Genesis, Signature Healthcare, Vanguard Healthcare, Medical Home Team and Polaris
Group. Angela has been the owner and CEO of Starr Consulting since 1997 as a Certified Legal
and LTC RN Consultant. Her expertise in post-acute has covered most all the faucets of health
care. Her talents in the Senior Living arena for Clinical, Operational and Financial turn-arounds
have been well proven. She has also been noted to jump on board very quickly with challenging
new ventures.
For several decades Angela has also been a key player in assisting attorneys in litigating
wrongful death cases related to Long Term Care cases and is considered an expert in her field for
mitigating damages as well as proactive risk management strategies.
Angela is also certified in Sustainable Forestry and is privately in the Timber and Farm Industry.
Angela is the owner of Ashlake Farms in Poplarville, Mississippi and Miss Harmony Starr Farms
in Lumberton, Mississippi.

In 2020 Angela entered the automobile business and purchased a used car dealership. In
February, 2022 she organized a lending organization catering to the BHPH sector of Auto
Dealers and was later appointed as the CFO by the board of directors for Southern Banking
Group in May of 2023.
She is an active voice for National Coalition against Domestic Violence and speaks globally with
United Network for Organ Sharing. Angela is well known as an avid Harley rider, hunter and
fisherman. Foremost, Angela is known as a significant influencer and entrepreneur.
Angela’s declares her greatest life blessings as her son, David Bond and his wife April, her
granddaughters Chloee, Callyn and Cassidee Bond as well as her beloved daughter Harmony
Starr Foster and her only grandson Ryland Foster.
While she originally desired to be a voice music teacher she protests that over the years her
musical heart has been fulfilled in her role of being the, “Voice” for her patients, families and
organizations while driving our ever-changing health care melodies.
